France's Political Ongoing Crisis: The Beginning of a New Political Reality
Back in October 2022, when Rishi Sunak assumed office as British prime minister, he became the fifth British prime minister to occupy the position in six years.
Unleashed on the UK by Britain's EU exit, this signified exceptional governmental instability. So what term captures what is occurring in the French Republic, now on its sixth prime minister in two years – three of them in the last ten months?
The current premier, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in exchange for support from Socialist lawmakers as the price for his government’s survival.
But it is, at best, a short-term solution. The EU’s second-largest economy is trapped in a political permacrisis, the scale of which it has not witnessed for decades – perhaps not since the establishment of its Fifth French Republic in 1958 – and from which there seems no simple way out.
Governing Without a Majority
Essential context: from the moment Macron called an risky early parliamentary vote in 2024, France has had a hung parliament split into three warring blocs – left, the far right and his own centrist coalition – none with anything close to a majority.
Simultaneously, the nation faces twin financial emergencies: its debt-to-GDP ratio and deficit are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.
In mid-September, the president appointed his trusted associate Lecornu as his latest PM. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he faced fury from allies and opponents alike.
To such an extent that the following day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in recent French history. In a dignified speech, he cited political rigidity, saying “party loyalties” and “certain egos” would make his job virtually unworkable.
Another twist in the tale: just hours after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a final attempt to salvage cross-party backing – a mission, to put it gently, not without complications.
Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject any and every new government unless there were snap elections.
Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he thought “a solution remained possible” to avoid elections. The president’s office confirmed the president would name a fresh premier two days later.
Macron kept his promise – and on Friday appointed … Sébastien Lecornu, again. So this week – with Macron commenting from the wings that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s critical test. Could he survive – and is he able to approve the crucial budget?
In a high-stakes speech, the 39-year-old PM spelled out his budget priorities, giving the Socialist party, who detest Macron’s controversial pension changes, what they were expecting: Macron’s flagship reform would be suspended until 2027.
With the right-wing LR already supportive, the Socialists said they would refuse to support no-confidence motions proposed against Lecornu by the far right and radical left – meaning the government should survive those votes, due on Thursday.
It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be demanding further compromises. “This,” said its head, Olivier Faure, “is just the start.”
Changing Political Culture
The problem is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves divided over how to handle the new government – certain members remain eager to bring it down.
A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and hardline-right UDR want him out.
To succeed, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth precarious prime minister in two years is, like his predecessors, toast.
Few would bet against that happening sooner rather than later. Even if, by some miracle, the divided parliament musters collective will to approve a budget this year, the outlook afterward look grim.
So does an exit exist? Early elections would be doubtful to resolve the issue: polls suggest nearly all parties except the RN would lose seats, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.
An alternative might be for Macron himself to step down. After a presidential vote, his successor would dissolve parliament and aim for a legislative majority in the ensuing legislative vote. But that, too, is uncertain.
Polls suggest the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that France’s voters, having elected a far-right president, might think twice about handing them control of parliament.
Ultimately, France may not escape its predicament until its politicians acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.
Many think that cultural shift will not be possible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and actively discourages – the formation of ruling alliances typical across Europe. The Fifth Republic could be in its final stage.”
